The waste system is developed from a technical rationality that doesn´t cater for the needs of different groups of users, for example those who voluntarily or involuntarily do not have a car (including disabled, elderly and more women).

But the system also contributes to discrimination in other ways. The pilot study´s examination of the waste system in an immigrant dense urban area showed that difficulties in getting rid of bulky and hazardous waste leaves residents to find their own solutions - solutions that often leads to littering, among others things due to limited ability to store waste in overcrowded apartments. Littering in turn leads to prejudices between residents, where residents in parts of the area with more Sweden-born are seeking explanations for littering in other people´s cultural and ethnic background, rather than in technological deficiencies.

The system is assumed to be neutral but has several inherent and norm-related problems due to a lack of user perspective. But the waste system also offers opportunities. Through a greater focus on services and recycling it can be developed to contribute to a circular and inclusive economy. In the pilot study a key piece of the puzzle in such a system was developed together with residents - an innovative service concept based on social entrepreneurship for disposal, including reusing, of residents´ waste. The goal of the implementation project is to develop the service into a fully functional prototype. To achieve this we have gathered all the necessary stakeholders to participate in a user-driven development - a systems innovation in the context of technical systems, which can serve as an inspiring showcase for similar processes in other cities in Sweden and abroad.
