This is a comparative case study of the implementation of the "Model of Co-operation" in the Swedish regions of Jämtland and Kronoberg. The model is a novel way of distributing national government funding to regional cultural activities from 2011. The project explores whether the model entails any change in the content and organisation of cultural policy. Attention is paid to the relation between the regional and the local level of government.
