Admission to doctoral education in Sweden is regulated by The Higher Education Ordinance, chapter 7. For admission to doctoral studies the following applies:

Section 34: The number of research students that may be admitted to third level education is limited to the number that can be offered supervision and acceptable conditions for study in other respects, and who have financing for their studies as described in Section 36.

Section 36: The faculty board may only admit to third level education applicants who are given appointments as research students or are awarded research student grants. The faculty board may, however, admit applicants who have some other form of financing for their studies, if it judges that the financing can be secured for the whole of the educational programme and that the applicant will be able to devote a sufficient amount of his or her time to his or her studies to be able to complete the programme in four years in the case of a degree of Licentiate or eight years in the case of a degree of Doctor. (This means that a financing plan should be established at the same time as the admission.)

Section 39: Basic eligibility
A person has basic eligibility for third level education if he or she
1. has taken a second level qualification,
2. has completed course requirements of at least 240 higher education credits, including at least 60 higher education credits at second level, or
3. has acquired essentially corresponding knowledge in some other way in Sweden or abroad. The faculty board may permit an exemption from the requirement of basic eligibility in the case of an individual applicant, if there are special grounds.

Section 40: Special eligibility
The special eligibility requirements made must be completely essential for the student to be able to benefit from the education. The requirements may concern
1. knowledge from higher education or corresponding education,
2. special professional experience, and
3. necessary language skills or other conditions depending on the education.

NB: Very good knowledge of English is required for admission to the doctoral education.
